Candidates for Special Class Railway Apprentice (SCRA) are selected by the Union Public Service Commission to the undergraduate program in Mechanical Engineering at the Indian Railways Institute of Mechanical and Electrical Engineering (IRIMEE). It is one of the toughest competitions as the selection rate is 1:10000 because of the limited number of seats.

These candidates are then trained in Mechanical Engineering which includes practical training at workshops and theoretical classroom training. Education is free and the students are also paid a monthly stipend.

The Indian Railways Institute of Mechanical and Electrical Engineering (IRIMEE) is the oldest of the five Centralised Training Institutes (CTIs) functioning for training of Officers of Indian Railways. It is located at Jamalpur in the Munger district of Bihar. The IRIMEE was started in the year 1888 as Technical School. Later in the year 1927, the school started the training of Mechanical Officers for Indian Railways. commenced.
SCRA graduates are absorbed into the highest level leadership program in the Railway organization and the cadre of officers are attached to the The Indian Railway Service of Mechanical Engineering (IRSME). The officers of this service are responsible for managing the Mechanical Engineering Organisation of the Indian Railways. Candidates qualifying the UPSC's Engineering Service examinations are also recruited with the IRSME.
